Scope and experience- main business and experience themes

• • Up-pmc and IUPconsult provide consultancy services in PPP, Verification, Technical and Internal Audit, Monitoring and Evaluation, we work as Independent Verification Agency for projects and programs.

• • Under PPP we provide services in

We have implemented four IVAs assignments on three Programs including outcome-based incentives program that involve Incentive Subsidy and Matching Grants (for details see other tabs).

• • Our core business also includes Environment studies including EIA, energy/water efficiency and audits and emission reduction, Water and Wastewater and energy management and audit (Water and Energy Nexus including emissions). Our experts assumed the lead role for an international team of experts to Structuring a Public-Private Partnership for the Zarqa IWWTP “Feasibility Study”. Also, our firm Founder and Director Eng. • • Monitoring and Evaluation (M&E), Baseline Surveys, Mapping studies and Gap Analyses. We focus on result-based M&E. We used to and practiced simulating and adapting the Ten Steps to a Result Based Monitoring and Evaluation System (World Bank) processes in our work in which we utilize interventions and strategies to integrate the main elements of M&E system: we use the Baseline data to describe the problem or situation before the intervention, then develop required set of outcomes to be achieved through agreeing on a set of suitable Indicators. Our scope also includes developing and implementing M&E system on Project, Program, Policy, Sectoral and National level besides participating regional and international M&Es activities. Eng. Basem practiced developing and implementing M&E systems on project, program, sectoral, national, and international levels.

This experience was been gained through the lead positions of our experts working for the National Resources Investment and Development Corporation (Mawared) in the development of the two biggest and highest standards in the planning and construction of modern urban communities that ensure a better standard of living for its resident: King Abdullah Bin Abdel Aziz City (KABAC) which is the largest development urbanization project in the history of Jordan and the new Abdali Downtown constructed in the heart of the capital Amman, Al Abdali is one of the largest projects that deliver a premium pedestrianized thoroughfare, with a high-end, mixed-use development.

• • PSP, PPP and Project Finance: our experts experience in offering consultancies in PSP and PPP was obtained from working in biggest variety of PSP models in Jordan and the region. Our experts participated in corporatizing three water utilities (Miyahuna-Amman city, Yarmouk Water Company with service area covers four Jordanian Governorates (Irbid, Mafraq, Jarash, and Ajloun). Our Director General, Mr. Basem Telfah (MSc) who worked as Ministry of Water and Irrigation Secretary General, Mawared General Director, and PMU/Al-Meyyah Project-EU-financed is so the ‘face’ of the firm. He is a certified Prince Project Practitioner with as a wide experience in PPP Models, Water Management, Environmental Studies, Monitoring and Evaluation, Policies and Strategies development, pricing, tariff and regulatory studies and advice, and institutional and capacity development.
